The backing of the wall paper wont come off the wall i used hot water and fabric softener?

Question:the wetter the wall get the more damage the dry wall get while trying to scrap the backing off. can i sand the wall and prime it then paint it

Answers:
It might be the paper backing of the Sheetrock, prime the whole wall with 123, its a water based primer/sealer. Next lightly sand the walls with 100 grit paper knocking any boogers left from the paper. Now you can lightly skim coat the damaged areas or the whole wall, it's not hard at all the key word is "skim it" which means thin coats and you'll do this 3 times lightly sanding in between coats, use a 6" broad knife (wide putty knife) let dry and sand in between coats. Prime again with the 123 and finish coat with a quality water based paint, sounds hard but it's not you can do it, the hardest part is waiting for your Sheetrock mud to dry, Good luck Les the painter

That paper you are trying to get off might be the front surface of the plasterboard instead of it being the back of the wallpaper.

If the plasterboard is gouged and damaged by your removal efforts you will need to fill the holes and sand it to a smooth surface. That is not easy and any bad results will show up after you paint. Work carefully with a wide trowel to get it as smooth as you can and then sand it level. When you think it is OK put on a priming coat of paint. When that dries look at the wall with a grazing light so that any irregularities show up. Use filling and sanding on any areas that still don't look good enough. Re-prime those repaired areas. If you don't get it right it will drive you crazy for years if you just paint over the mess and hope the problems will disappear.
