If you've tried a good undercoating material like "Level Best" and it won't adhere then your getting a chemical reaction causing them not to adhere, next step lay down 3/8s plywood down or some laun board, screw it down every 6 to 8 inches and you won't have any problems, it's not hard and you could do it, Good luck Les the painter
If they are self stick gently heat the adhesive on back with a blow torch this melts the glue slightly and gives a perfect adhesion. They will never come up. Mine are great!!
Your going to have to glue them down. For "one tile at a time" work like this, i use 3M's 'super 77' multi-purpose spray adhesive. Here's how i do it: Put a coffee can or paint can in a cardboard box big enough to hold it, and a tile. This is your 'spray booth'. Set a tile, sticky side out, on the can so that you can spray straight at the tile (if you try to spray straight down, the can will quit spraying). Spray the tile and stick it back down. Now stand on it. Press the edges down with your toes (you should be wearing shoes of course). Wipe off any excess adhesive (where the tiles meet) with paint thinner on a rag. Repeat as necessary, provide plenty of ventilation.
BTW, the black stuff is mastic and is no longer widely used

I put down right much vinyl tile and going on your info 2 things come to mind.
1st whenever the black tar was prior used on a floor you need to get some more of the same to use again because most all other types of adhesives will cause a chemical reaction and not let the tiles stick but since you put an undercoat on not sure that is your problem...
2nd whenever people put vinyl tile down they need to make sure the adhesive dries to the touch before installing...it will lose the glossy film and then slap hand down...if no glue on your hand its ready to go...common mistake...I will put a fan on it for about an hour and that usually is long enough...
