If you haven't purchased the materials yet (or can take them back for a refund) you might want to rethink your roofing options. For that flat of a roof, I'd seriously consider a rubber roof.
With a properly installed rubber roof, you will not have any problems with leaks for a very long time. Also, when the rubber is properly installed, an extra layer of at least 1/2" insulation board is installed on your roof. Never hurts to have extra insulation.
As far as cost, I am not a roofing contractor, but often work with one - don't know prices but do know product. I am sure that the initial cost of rubber is higher than the roof you were thinking of, but over the long-run rubber just might be cheaper. I do realize that long-term benefits of the products doesn't make it that easy to write the check, but if you have to replace the rolled roofing a couple times and repair and water damage before needing to do anything with the rubber, you should feel better.
If you use any other roofing product - roll-on roofing or steel (way too flat of pitch for standard shingles), I'd probably use the ice and water shield on the entire roof just for security. However, compare the costs of covering the entire roof with ice and water shield plus the roofing product to rubber - might make rubber a better value.
I hope that this helps you out or at least gives you some extra ideas about your project. Depending on the roof, this could easily be a job for a professional so you get a warranty in case of leaks or other problems.
normally you would put it just along the edge but you have a very flat roof and should look into other products made for that application

If you re using asphalt shingles, with any pitch under 4/12 you must use the shield under the entire roof. If appearance is not an issue, you can use a sheet roofing material by itself. Do a search on the www using the term "membrane roofing"
