Question:is it okay to contruct a circuit board with card board?

i can tell you using cardboard is unsafe. using paper as a base for electrical equipment is unusual, unless your having a professional construct it, I would recommend you not doing it.

I would suggest you to use a regular copper clad board, perf board, or even a bread board before attempting to use a flammable product like cardboard. You do realize electronic components provide resistance, and where there is resistance there is heat generated. Each time you would "Power-up" this cardboard will get hot, and dry out further. Eventually, it iwll go up in flames
You'd also have to "hard-wire" all components and that will provide more resistance to the overall circuit.
I've only got one word for you, and it is one you should avoid around anything electrical - "combustible".
