Pool help! Stabilizer or Shock 1st?

Question:Pool help! Stabilizer or Shock 1st?

I have a pool with a tarp as a cover. It was never winterized or had chemicals added since last September. It would be perfect for Shrek as his new swamp.
My wife says shock it first, but I think it is wasting the shock if the stabilizer level is too low. Also, can you shock it even with the pH level low too?

PLEASE HELP!

Answers:
Adjust PH first shock second then ad stabilizer to pool once it has cleared up and chemicles are at correct levels.

I have always been told to get the Ph where it needs to be before messing with the shock or chlorinator
Shock it first, then stabilize it, then add algicide, then see where you are.
