I want to replace a toilet seat but the bolts are rusted solid. help please?

Try spraying wd-40 on it to lubricate and loosen the bolts. If that doesn't work, get a Dremmel and cut the thing off.

In the future always use brass or plastic bolts. Try WD40.
I very, very carefully cut them off (from the bottom) with a dremel moto-tool with one of those brown cut off wheels mounted on it. I also promptly replace those rusty bolts with plastic ones. Goodbye forever, rust.
Put some lubricating oil on the bolts and allow the oil to loosen the rust. If they are really rusted solid, as you say, then you may have to saw them off.
I have heard that if you soak a towel in coke and let it sit on the rusted bolts for a few min, they will come right out.

They sell the bolts seperately or you can buy the whole thing (seat & bolts) at walmart, or any home improvement store. You can probably find the whole set for under $10 and the bolts are plastic so you don't have to worry about them rusting again.
sears sells a bolt remover tool set or nut remover set that works great to any size nut or bolt you need to remove the set is multipurpose it come with different sizes to accommodate any size
I would probably use PB Blaster to spray on the bolts, WD-40 works OK.
If that doesn't work, don't try to break the nuts off, this will chip the porcelain, and only complicate the problem.
I have a nut breaker that just breaks the nut into with very little force. I bought it at Sears years ago, and it works great.
I would prefer brass nuts and bolts, since the cheaper plastic ones need to be continually tightened to keep the seat stable.

Break them off and then go with nylon bolts.
If wd40 does not loosen nut. Try taking a putty knife, put it under the top fitting and use a hack saw to cut the bolt. the putty knife will stop you from damaging the porceline.
