Is there an easy way to build a short set of steps (under 4') without cutting stringers?

yeah, take railroad ties and cut to length, stack them up so they form a stair set. To attach firm, hammer rebar down through the ties to lock them in place.

you could substitute the stringers with 4x4 posts. just set the posts in the ground at a depth below the frost line, and at a min of 24 inches and set with cement. set 1 post per every 36 inches of tread per step. then attatch a crossmember 2x4 between the posts to keep them from wobbling.

If the steps are not to be permanate, you could build another type of 4x4 post stand that does not attatch to the earth, but sets on it. just make sure any wood touching the earth is pressure treated against rot and bugs.

you could use step stringer brackets. set your stringers (2x6's or 2x8's) and attatch from top of deck to ground and use brackets or wood cleats to attatch steps to stringers.
