How can I seal a PVC elbow that is already connected.?
Question:I have a short section PVC coming out of a poured footing (elbow is embedded in the footing) and I need to seal it for use with water. Is there a way I can seal it from the inside of the PVC to ensure it is water tight?
Answers:
If the pipe is under pressure.that is the normal water pressure that a municipal water supply will provide, you are going to have difficulty keeping it sealed.
If it is a drain line that only has a few feet of water pressure, then you might try epoxy putty. Where I live, you can find this stuff at the local hardware store. It comes in a tube and looks like a two layer tootsie roll. You mix the two layers together by kneading the roll in your hands. It has about a 30 minute working life, and dries very hard.
I have had success in using this to repair cracked pvc pipes that are at low pressure.

A new install like yours is easy enough to fix -- just like you thought.
But,
After applying water keep an eye on the joint.
If it does leak the easiest fix...(providing you can get to both ends) is to run a length of flexible hose that is reinforced - like a faucett supply hose) INSIDE the leaky length and then clamp both ends to your existing pvc pipe ( after reducing the pipe a bit ) resulting in the leaky joint covering the tubing but not having to hold water...think of it as a well protected, buried, water hose. Of course the clamped ends will be exposed to elements so use stainless.
If the pvc cement fails give this fix a try, but first draw it all out to take to your local hardware store to get all the pieces.
Lube the pipe with dish detergent to aide in getting the flexible tubing in and around corners.
