Texas is right. But soak in really well, and scrape while it's still wet. Buy a lot of that spray, you'll need it. Some paper will come off easy, other sections won't. Plan to scrape, soak, scrape.

And, one last piece of advice? Once it's all off, paint the whole bathroom with a coat of Kilz stain blocker before you paint the actual color you want. ALWAYS a good idea in bathrooms and kitchens.

There is a inexpensive spray you can buy at any paint/or hardware store that you can spray on your wall paper and it helps loosen it up so you can pull/scrape it off. Also after you get it off you can spray the walls to get rid of the glue residue then you can paint after you dry the wall. If anything dish soap and warm water in a spray bottle also worked for me. Good Luck!
Steam it off. rent a steamer form a rental shop or do it the long way with a kettle from your kitchen
CHANCES ( I did say chances - if it was done right and the correct stuff used) it is vinyl wallpaper. In that case, pull off the baseboard and lift the paper(the vinyl part of it - the plastic layer and lift up.it should come away from the wall and leave the paper backing behind nice and smooth. You don't have to touch that at all.you can paint right ontop of it....use alkyd primer first. and let that dry a day. Then the next day sand lightly so that it feels smooth to the touch and apply whatever you want.

Other wise, if it is the paper with a thin plastic coating on it, you could try to glue the unstuck parts by brushing on some semi diluted carpenters white glue and let that dry. Then use alkyd primer and prime the walls and leave that for a day, and then do the finishing.(which should be 2 coats of finish)with a day inbetween to let dry and get hard. After the final coat leave 2 days before you start washing the walls otherwise the paint will dissolve off the walls(I speak of latex)
a blow dryer is a good means of loosening the glue backer on wallpaper when heated it can be easily removed
take 80 grit sandpaper scratch the wallpaper up then mix vinegar and water together and spray it on the wallpaper let it soak for a while .the wallpaper will peel right off then spray the wall down again to remove the rest of the glue
The beat way by far is to hire a steam remover. This is a gadget which you place over old paper, and it loosens old glue or paste beneath paper.Does it very quickly(hire center).
Otherwise you can use hot water, bit messy though. What you need to be aware of,is what the wall under the paper is like? Is it smooth, or does it need some filler etc.You may need to repair wall first prior to painting. Paint with a waterproofed or Marine Paint. Usually these are now Acrylic, and much easier to apply than old oil-based paint.Usually a semi-gloss paint looks best, as it reflects some light.
Lots of good answers here but I`d try turning the hot water on full blast in the shower and sink (if it does`nt splash everywhere), close up the bath for awhile, and let it steam itSelf loose.
