I wouldn't do it..for many reasons! Trust me.
You'll probably want to take the old wallpaper off first. Use a scraper to get underneath the edges.
You really need to take it off, it`s really easy with a steamer. If it is embossed the pattern will show through your new paper.
Just do it.
If your plan is to keep the house and you are making it pretty for you, don't. Do get a steamer, I have used an iron and wet clothes to loosen the adhesive and remove the old paper. Then clean up the adhesive left behind, seal the wall with an appropriate wall paper sealer and repaper until your heart is content.
If you are doing a quick and dirty job to sell the house, remove loose paper, seal the wall and paper it. Watch out for lighting that hits the wall at a sharp angle. It will make any irregularities stand out. By choosing new paper with a moderate to heavy textured surface you will minimize the effects of the underlying paper.

You can use a steamer to make the old wallpaper come down, if its actually harder to come off, use a scraper maybe something like a flat paint scraper, if you arent wanting to go buy new things, just find things around the house or in the garage!!! then wet the new and put it up! as easy as that!
Many,many years ago you could buy an additive to add to water to maker it "wetter". At that time you could but buy it in a paint store/wall paper store. I'm talking 1950 or so. Was easy to use. follow the directions and add to water, stir good, and put it in hand sprayer, always an old one around these days. Use a wide "knife" like the ones they use to Spackle sheet rock with, 6" blade or so. let the solution soak in for a while but not dry out, if you hit a stubborn spot spay the area again.

You will probably regret it. Remove the old junk by using a scraper and hot, hot, hot water, better yet, steam it off. When that's done, smooth the wall, sandpaper, soap, whatever, to allow for a good stick. Of course, this all depends on the condition of the old junk and the type of paper you are putting up, doesn't it?
I would not. Moistening the old wall paper with the glue for the new might pull the old off the wall. Remove all of the old first, there are things you can use to make that easier found at home stores.
You can't. The glue on the new one will make the old one come off moderatly. Sometimes like little bubles. You should take the old one off. If it's too hard to take off with soapy warm water or vapor, try using enzymes products, they work well with very old wallpapers.
