How old is the toilet? There should be a date stamped into the inside of the tank, on the back wall. As you flush your toilet, and the water runs through the jets, minerals are left behind, and as the water dries, these minerals, and calcium, start to harden. As this process is repeated every time you flush, the jets will start to close. As they close, less water is available to start the syphonic action needed to empty the bowl. There is no "safe" way to remove these mineral deposits, so a new toilet is usually in order. How did you "raise" the piping up, when you poured the new floor? There might be a restriction at the point you raised the pipe up. Was this done by a plumber? If not, call one! Good luck!
Pull the toilet off and snake the line.
is the toilet itself broken ? it should RING like fine china if you hit it with something metal or glass ( not too hard, just to hear it...) if if makes a 'dull' thud, then the toilet itself needs to be replaced...sometimes the u joints on the seat part will break, but you will never know, unless it's so bad it leaks. (make sure the seat is UP, both parts, before you try the 'ring' test.)
adjust your tank level higher, you need more water, or flushing power to suck it down.
I know this is a stupid question, but, could there be something stuck in the toilet itself? It may be in such a place that you can't see it. Was a maintenance man for a trailer park for many years and saw almost everything in toilets from toy solders to needles. You may have to lift up the toilet and snake it out.
