Well My Toilet Won't Flush, And It Runs All The Time, What Do I Do To Fix It Back Up Again?

First, if it runs all the time, then the flapper is faulty. If you ever think the flapper is at fault, put a few drops of food coloring in the tank, but don't flush. If you see the food color in the bowl, the flapper needs to be replaced. As for the toilet not flushing, is it because there is no water in the tank, or something else? If your toilet is running all the time, your pipes are full, and therefore, there is no place for all the extra water. Good luck!

go to the home store (Lowes, etc) get a new flushing mechanism. (make sure you know what you have now, look inside the tank. ) turn off the water (down below the toilet) flush till the water is all gone, then replace the flushing mech. It's very easy, directions are on the package...takes 15-20 min...then turn the water back on and test.
Take the top off the tank. Look at the flapper. It is either broken or hung up. Un-hang it or replace it.
lift the lid and check the floater that is that rubber ball put your hand into the tank and check the rubber seal at the bottom.

I just fixed mine with the same problem this weekend. My flapper valve(big rubber thing in center of tank that lifts up when you operate the flushing handle) wasn't sealing tightly. This allowed the water in the tank to seep by and drain the tank. The refill valve is designed to sense when the tank level drops and opens to let water back into the tank. This is why it runs all the time if the flapper valve is failing. Also, the rubber tube that goes into the big center tube must be higher than the desired water level of the tank or it will run all the time also.
