Dude,

Egg crates and moving blankets work great!
Put the egg crates up on the wall and hang the blankets over them, make sure that the kit is completely surrounded.

my basement is pretty sound proof because it is 1/2 underground and we have a band play here regularly (husband plays guitar and drums) any internal room in the house will be better than an outside room. Also, talk with your neighbors. They may not mind if you play early and cut it off by 10:30. Rock on!! Also, ceiling tiles (like a drop ceiling) works great. Look for someone remodeling a basement? good luck.
if it's just the drums, foam works wonders. The plush stuff, or you could go to a salvation army/goodwill. Pick up pillows, comfortors, whatever. Line the walls with them. That will keep out the lower frequency sounds (bass/tom). I can't help with the snares or cymbols though man. I play guitar and bass, and one of my buddies used this method to fix his (parents) problem with his bass.
Empty egg packages, paper style. Works great for walls or cielings. CHEAP!
The varied shape reflects to random as well as absorbs to zero.
Those egg carton made of pressed cardboard.

Get a whole lot of them, and glue them to your walls. They are totally ugly but they do work.
