I understand that cutting tin foil will sharpen sissors? Does this work? How do you do it?

Well it sort-of works. It will not get them as sharp as a regular scissor sharpener will, but in a pinch it will help.
What I do is fold the foil a few times then just cut through the foil a few times.
I do use foil to sharpen my craft scissors. Because, of their odd shapes normal sharpener will not work.
After I have sharpened them I use wax paper to keep them lubed up, and helps protect the blade. I do that the same way I do the foil it works pretty well

Cutting emery cloth several times with slightly blunt scissors may sharpen it but not as good as grinding and sharpening.Totally blunt scissors requires sharpening by grinding which is professional.
The hardware store has several gadgets to properly sharpen scissors. But get the name of the guy who sharpens saws and knives.. It dosen't cost that much and you don't do anything but keep a guy working.
