Transport the room to a quiet location and ask the wildlife to keep it down.
use plastic crates and installation material. it is an eye sore so put some tapestry over it and be creative. depends on your age but when you are younger you don't mind this inexpensive form of very good sound proofing.
The majority of sound in a room comes through the windows. Try hanging a blanket over each window if that helps there are a number of ways to do better than blankets. for a more modern look you could do triple honeycomb cellular shades when you consider that the light can still glow through the window, their ability to diminish sound is amazing. If it is coming through the walls there a several wallpapers with sound deadening qualities or if you need to keep it really cheap buy some Styrofoam sheets from an surplus store.

The very best way is to ask your neighbour to be quieter. The next best way,is to soundproof your walls with soundproof lining. But it means ripping down your walls, and re-doing. Also having double glazed windows. Or you could fit heavy drapes to all windows. Another solution would be to move. Yet again, we live near noisy road, and we both wear ear plugs at night.Good Luck!
If expense is not a problem the best way is to cut holes at the top of the wall every 16" - 24" and then pump in a paper shred type of insulation, some wall have mid block and any would have to do it again halfway down the wall. Then repair the holes. I would tlak to the neighbor or face speaker to the wall and play bag pipe music.
