Answers:
A Greenlee hole punch. A hole saw will probably dance around on you. Lowe's carries them I believe. You drill a small pilot hole than attach the hole punch through it. After that you just use a wrench to tighten it down and it punches through. Makes a clean hole everytime. Cost is about $50.

You can start with a 1" hole saw. Just might do it.

It'll cut a hole in an enameled cast iron sink. Should do 1/8" SS I would think.

Hole saws are available just about anywhere. That is what they are called and maybe even Walmart has them.
You could use various kinds of tools. My tool of choice though would be a rotary saw. I would use my Rotozip. I'm sure they make circle cutter attachments for drills. You could probably find one at your local hardware store.
Hole saw will work but DON'T use one meant for cutting wood. You'll just dull the cutter blades.
First drill a 1/4 inch hole into the sink.

Then preferably buy a carbide hole saw one inch diameter if you cannot find one around get a high speed steel hole saw. do not buy a carbon steel hole saw, it will not do the job. A high speed steel one costs about 12 dollars or so at Lowes or Depot.

Next, remove that drill from the hole saw and insert a straight shank 1/4 inch rod. If you do not do this and leave that drill in the hole saw, it will wobble out that hole as this stainless steel is very tough stuff. So you want a straight shank 1/4 inch guide in there that wont chew on that stainless while it holds your hole saw steady as you cut.

You can take ordinary window putty and build a wall around the hole to be cut, then keep adding squirts of oil and this will greatly improve your cutting. The putty wall will help contain the oil onto the saw.
I've tryed using a hole saw but it is very dangerous. It is alot easier to ruff cut with a plazma cutter then touch up with a rotto zip..
The proper way is with a good hole saw and a drill motor. You may be able to rent them. Take it slowly and don't burn the saw and center bit up or you will be buying it.
listen to james, he's right on with his advice. good luck.
JAMES IS CORRECT. BUT I'LL ADD THAT IF YOU KEEP THE AREA WET WITH RUBBING ALCOHOL THINGS WILL GO A LOT SMOOTHER.
