You can drill small holes in your foundation and not damage it. You will need to offset the pegboard for the hooks to work, something like 2x4's attached to the wall with concrete screws and attach the peg board to the studs.
Tools needed.
1. Hammer drill
2. Masonry drill bit sized for screws you decide to use
3. Concrete anchors and screws, or Tap-Con type screws
4. 2x4's for framing wall for peg board
if you go to wal-mart they have thoes little hooks that you can peel back and stick to your wall. i bet thoes would be helpful and it wont ruin the foundation.

Well, if it were me and i was going through rock of any form down in my basement. I would put about three furring strips behind it. One on each end, and one in the middle. I would " Predrill" my holes in them.
I would use "masonary screws" to attach the Pegboard - Furring strip sandwhich to the cinderblock / cement wall.
Now I can start attaching hooks to my pegboard.
Use Liquid Nails or a similar construction adhesive to attach firring strips to the foundation, then screw the pegboard to the firring strips.
If you can see wood at the ceiling level, you can attach 2x2 wood strips from there to the elevation you want your peg board and attach it to the strips.
Go to Staples or Office Depot and pick up a roll of either double stick tape or double stick velcro.
How large is the peg board? Are your basement walls finished or do you have exposed studs? Put a backing strip, approx. 1 x1" around all sides of the back of of the pegboard so you'll have space for the hooks! Then screw to the studs.
You will want to fur the walls out with 1x2 or 2x2 furring strips, put some styrofoam insulation up, then attached the peg board the furring..

Use PL adhesive (comes packaged like caulking) and a hot-melt glue gun and some 1x2's or 2x2's
measure, mark the walls for the wood.
apply the PL to the wood and use the hot melt to hold the wood in place till the PL sets ( 12 - 24 hrs )
then attach the peg board to the wood
