Plunge it
Reach in there & unclog it. No really, thats what plungers are made to do.
Take a toilet plunger and plunge it a few times.
This happens all the time here.
You have to push it up and down a few times and if that don't work do it over and over till it works.
If it still don't work call a plumber, maybe something fell down there and is really stuck.
add some bleach, let it sit an hour and then plunge it a few times and flush it. If it is still clogged you will need a snake. good luck.
Take the plunger and plunge it out. Or, this is something that I tried because I was tired of plunging, I poured a capful of Kaboom toilet bowl foamer just to see what would happen, 10 mins later the toilet flushed perfectly. But you should only try this if you already have some, because it is a little expensive
If the water eventually drains but the solids are still there, plunging is indeed the first step.
If it was running over when you flushed it, fill the bowl with a pan or similar as much as possible, without splashing all over as your`re plunging.
If the solids are very big, they may have to be broken up a little first (sorry).
If you can get the solids to go down at all, flush again while continuing to plunge.
Do this as many times as it takes.
You will eventually get a clear drain (:>
If this is an ongoing problem, you may want to raise the level of the water in your tank. Adds more weight on the top of the solids forcing them down better.
Lot of good answers here for unclogging a LIGHT clog so one of them might work for you.
If not, you may have a bigger problem i.e. roots, collapsed line etc. and a plumber may have to be called.

Plunge first. Vigorously! You could damage yourself (eyes, skin, hair), or your bathroom floor or wall, if you plunged with chemicals in the bowl.
If you must use chemicals, let them work for a few hours, or overnight. Then you could add water and plunge cautiously.
There is a special snake made for toilets, that comes out of a bent pipe, which helps you get it through the built in trap. Check in a real hardware store. The aren't expensive. I've pulled out cloth diapers with one.

if at first a plunger does not get it to drain then try to use a toilet auger...they are about 30 dollars at any hardware store and are good to have at home..now if you have toilet water coming up in the showers or tubs you've got trouble...in that instance call a plumber..i would not suggest renting a snake and trying it yourself,drain snakes can cause injury if you dint know how to use them properly..also if this toilet is a repeat offender chech the date of the toilet inside the tank if it is over 10 years old you may need to replace it
