Question:What is the proper way to attach 4x4 wooden posts (for a railing) to a cement porch for stability?

Yep! Concrete bit, hammer drill, approx. six inch long lag bolts, and some heavy washers that fit those lag bolts ought to work for you. You would attach the fence's posts to the outside, vertical edge of the porch. You will need to find some special brackets if you want to attach the posts to the surface of the porch. Just two bolts per post will work. Keep it plumb and square! Good luck.
There are bracket made to do just what you want, probably can get them at your local home center. Will need to drill many concrete anchor holes, might want to rent a hammer drill and bit. Lay out carefully, moving the anchors around won't be easy.
They sell metal anchors that fit over the end of the 4x4.
you will need a masonary drill bit and some concrete anchors., any hardware store or home center should be able to fix you right up, just tell them what your trying to do.
It's cheap also.

I agree with both of the above answers but I would add wood trim pieces around the brackets to hide them.
Get one of the galvanized post holders from you local hardware store or big box store. The post holders attach to the concrete via fasteners that are sold seperately. You have choices in your fastener selection, the choices being the mechanism by which the fastener works. All of the fasteners have one thing in common though, they need holes drilled into the concrete to insert the fastener. Most posts have pre-drilled holes in the sides that are used to attach the 4x4 via screws after the post holder is secured to the concrete.
