Is there a safe way to hoop set up a window air conditioner if you cant put it in a window ?

Answers:
A regular air conditioner must go into a window, bay windows won't work. They must be vented, and they drip, so must be partially outside.

They do sell air conditioners now that do not have to go into a window, but they are pricey. They have vents on a hose, kind of like a dryer vent, the all you have to do is get the vent outside somehow, not the whole air conditioner unit.

Are all your windows bay windows? Do you have any windows elsewhere on your house (like the side) where you can install an air conditioner?

Not sure what you mean by a hoop set up.
I never heard of the inside AC units before but if they have them that would be a great idea.
I was going to say that if there is if you do in fact own your own home and lets say you have a base board type heat meaning hot water or electric and not forced air type then I would consider picking a location and have it installed in or threw the wall. There is a lot of that being done. They are there year around. You cover it during the winter months, if it get that cold where you live and then uncover during the months you might be using.
If it ever would go bad and you had to replace just buy and other and replace. There are many that come with a trim kit for just that installation.
