Save yourself a lot of time and buy primer. This is a dark color and will bleed through. If your don't prime, you will need too use many coats of paint and it won't look good.

dark over light color is fine to paint over it, just give it a light sand so the paint can stick easier.
No primer will be necessary, just lightly sand it, especially if the blue is high gloss paint. Sanding helps the new paint stay. Be sure to take a damp towel to remove the sanding residue. Dry the surface, then paint. Be sure to use that blue tape so you don't get the brown paint on the walls, unless you are painting everything with that brown paint. That tape comes in a wider width, so it really helps keep the paint off any area you don't want it. It takes a little more time, but it is well worth it.
it would not hurt as we painted over a blue in our tiolet and it came through the new colour after a couple of days
