There is most mprobably some grit or dirt in the ball valve inside the cistern. You will have to dismantle it to clear it. Turn off water to toilet first.

If you have lower water pressure, check to make sure you don't have any hoses on outside or anything else in the house running. Might just fix it. I know that happens a lot around where I live.
Check your ... I'm not allowed to name it, as I will get a violation notice, even though it is perfectly within context ... let's call it the "lever" that goes up, with a ball on the end that floats on the water. It may need replacing.

You need to clean the flapper at the bottom of the tank. It's probably not getting a good seal, and allowing the water to run underneath it.
Either no water is going into the tank or all is going out. Take the cover off the tank and look in. If you see the float hanging down and hear water running you know that the water is turned on and the water is running through. If nothing is coming into the tank check that the shutoff valve is turned on and wiggle the handle to see if that starts water moving (flush valve needs replacing). If the float is at the top and water has stopped going into the tank too low then bend the float's rod to get the water level higher. If water is going through, check the flapper valve that water tuns out through. Is the pull chain caught under it or is the rubber valve dried out and not sealing. Shorten the chain or replace the flapper as needed.
sounds like your ball **** has jammed, remove the cistern top and you will see a ball connected to a rod and valve, if its in the up position then push it down, if it starts to fill then that's your problem. clean the valve up as its probably blocked with lime scale.
On the top of the flush valve (the white plastic thing that has the flapper at the bottom) it has an opening this should have a filler tube attached to it that fills the bowl. If this filler tube is not in place correctly the bowl will never fill up.
Do all the points recommended above then phone a plumber if you can't fix it.
TOP TIP - Don't use bloo loo or any of those other thing you pop in the cistren, they block your system up.
you need to take the top of the tank and check your float to see if its free, if its free , see if the water is running, if not, see if it flows while holding it down ,if it does flow the float needs adjusting , to do that bend it up. if the tank stops filling up then raise it to see how high the water fills up in the tank,and raise or lower float accordingly. by doing all these things you will be able see what is happening .if by some chance no water flows any kind of way , check you valve behind the toilet to see if its on. if it is it may be time to buy and install new guts in you tank. don't worry it's very easy to do, if not i couldn't do it.
first, check to see if the rubber stopper is leaking. it might be off center or just worn out.
The ball valve has probably got some lime scale stuck in it and it is affecting it. Could be worn out and needs replacing or it needs adjusting.
Best way is to replace it as it has a limited life anyway. They cost around £10 and can be fitted by a DIY person very easily.

take lid off cistern and the rod holding the ball needs to be bent upwards that will let more water in and make the flush operate if not get a new ball valve
