A bow saw, costs about £6 ($12)
with a normal saw.
You can use any saw you want but beware of all the oil (Creosote in the US) in the ties. It is flammable and will definitely clog up you saw.

Cut all four sides as deep as your skill saw will cut, finish with a hand saw, or bow saw. You could also use a reciprocating saw, (Sawzall is a brand name), with an aggressive blade.

I always use a sawsall. You don't know what might be in that cross tie and if you run into metal with a chain saw, you might either tear off your blade and send it flying, or tear up your blade and need to get a new one.
