you mean cement blocks...first you pour your footer and then you lay up your corners. then hang a line and fill in the wall. seriously , hire a mason to build your leads and then you can run the line and fill in the wall. dont even think about that drystack approach linked above , unless you live where there are no winters. they wouldnt last 5 years here in pa.
