Move pva glue off artex wall?

Question:hya iam painting me room and it was all wallpapered
till i thort ripping all the wall paper off the wall but last ppl in the house before me had a borader running around the top of the wall ( and they pva the boareder to the wall) wot was under the wallpaper got all wallpaper off wall look nice
BUT the top still got a borader stuck 2 the wall lol
i tred soupe water and a scraper but it comes off but u can still see the pva glue there on top off the artex

By the way you'll never get it off,best bet skim over the artex.
