You can use natural oils, called "essential oils," from plants. You have to gather the plants and press them to extract the oil. Or you can use synthetic compounds, a brew of chemicals stirred up in a lab. They are considered inferior to natural oils from plants.
Both types of oils have to be diluted with a base oil, called a "carrier", in order to work properly in candles or steam vaporizers. Burning any kind of oil directly is ill-advised. Also, you must be careful in selecting a base oil for your carrier: some are smoky, and some are downright dangerous as fire hazards.
