I am burying a new service line from the pole to a box. Do I have to have a disconnect on pole?

Not usually for a permanent service.
You are required to leave enough cable at the pole to allow the utility company to run the cable up the pole to the mains. Depending on the setup and voltage available at that point, the utility company will either install a transformer with a fused switch or connect you to any available lower-voltage 2-phase service that is already switched.
Meantime at the house, you will either run the cable to a temporary service box with main switch if you are under construction, or you will install a meter base on the exterior of the house and a power panel that contains a main switch on the inside of the house.
When your service is inspected, approved and buried at the approved depth, the utility company will put a meter on the base, seal it, and will turn on the power for you.
By the way, do NOT bury it before it is inspected. You may be asked to dig it UP again.
