I need to build a ramp for my shed. It is about 14 inches off the ground. I want to use pressure treated wood.

Pound stakes in the ground at the width you desire and the height needed. Screw or nail precut pieces of pressure treated lumber to the stakes on each side. (completely enclosing the sides to the ground) Connect the sides you have created with more pressure treated boards of the appropriate thickness and length for the weight you will be putting on the ramp. Be aware that if you are driving a lawnmower (rider) up the ramp, you may want to place some pavers at the beginning of the ramp to avoid digging out the dirt there.
Instead of "building" a ramp, just purchase 2 2x12 treated planks. You can spread them enough to run a lawnmower or a wheel barrow. When done, just slide them in the door of the shed.
Both Sensible and handeran have valid suggestions. I might add, why the need for a permanent ramp.
Certainly you can accomplish what you want in many ways. I might suggest attaching a cleat/ledger to the face of the shed, at a level 3/4 below the shed interior floor, and cut a piece of treated ply to the width/grade/length you can be comfortable with and pull it up to store in the shed when you don't need it. If it was mine, I'd probably go with a temp. ramp.
14 inches off ground level needs a ramp or step at least as the height is pretty far off ground level.

all are good suggestions. if you wanted a permanent ramp you could construct entirely from wood. just use treated 2x6. frame it up like a triangle and put treated 3/4 ply on top. this would be tough, sturdy, and last forever.
