Answers:
buy some Self Leveling Floor Topping. that should do the trick

You are trying to keep the washing machine from moving? There are screw feet on the 4 corners . Just uncrew untill flat.
If the room is not too large, close off all door openings and pour a self-leveling solution on the floor and let it dry. I have never done it, only heard about it, but i'm sure the guys at Home Depot or Lowe's would be able to instruct you on how it works.
You'll have to rent some pretty major tools to grind the high spots down on your floor. This will create a lot of dust and a pretty big mess. If you don't want to go through all of that, why not just shim your washer? Put a level on top of your machine and figure out which corner needs to be raised. Use the wood shims that you can get in a pack at the hardware store. Once you've shimmed and leveled thae washer, you can cut off any protruding shims with a utility knife.
Every washing machine ever made in my lifetime has screw out feet on the bottom of it for that exact purpose. You just screw out the legs on one side or the other unitl the washer is level. Sounds like you had some poor concrete work done in the first place.
We were building a house and they put in the slab crooked. To level it we hired a guy to come out with a chain leveler. Noisy as heck but when he left that slab was like a pool table. It can be done but I wouldn't suggest doing it yourself, that equipment looks dangerous.
You don't want a flat utility room floor. It's probably crooked so water will flow into the drain if that washer's hose bursts or whatever. Just level the washer with the adjustable feet, or lay down a level plywood or concrete pad the size of the washer and put it on that.
