How can I make light concrete?

Back in the old days they used cinders from furnaces for some of the aggregate. They called theses blocks cinder blocks. If you are going to make these blocks yourself you may want to try using Perlite or Vermiculite as an aggregate. Some companies use crushed volcanic rock as an aggregate. It helps if you live near a volcano though I guess.
Another way to make the blocks lighter is make the holes as big as possible between the webs without compromising the strength. The webs should be 20% of the length of the block. A 16" block needs two 1 1/2 " webs. Thoses are some suggestions. You may have to experiment before you come up with a good formula...Good luck
You might try calling your local ready mix/sand gravel company and asking them. They will probably have a light aggregate that they will sell by the yard.
concrete is a mix of aggeregate water and cement for a light concrete mix i would use a fine aggregate such as sandstone rather than the tradition limestone. Usually theyre specified by an engineer as a mix of say 3 parts water to 2 parts sandstone to 1 part cement. thats a typical mix, you should be able to get the materials from a builders merchant. You could use styrofoam as the aggregate, but it all depends on what your purpose is. You trying to make a concrete airplane? (mythbusters failed at that one!)
