If it's made of wood, you can strip or sand off the paint and then stain it whatever color you want. You need to make sure it's solid wood.
Not on top of the white paint, no. You'd have to sand it down, make sure it wasn't just made of particle board or something, and then see about staining it.
Only if it is wood underneath and you strip the old paint off. Otherwise, you can just repaint it applying a primer first.
It would depend on if it is metal or wood. Either way, I would say yes. Even if metal, you can get a close enough match by experimenting a bit. If not, just blend to a complimentary match. I would be interested to know how this turns out.
