If it's designed for the bathroom then it should have one built in, but just to make extra sure that no one gets shocked, put it on a GFCI anyway. Never can be too careful when it's electricity and water.
Its a federal law that you have GFCI protection in any outlet that is near water...most newer heaters have what is called a thermal cut off already, but that wont help you with the electric part. If you have children especially, you need to have a GFI. You need to change the breaker in your panel to a GFI breaker, or if you can find the wire in your bathroom and doesnt have too much on the run, you can splice into that wire and run your heater from that. I would suggest running a new circut to your panel. It would probably be easier than fishing wires through the walls where they are already hooked up.
