I am trying to drill into my ceiling for a ceiling-mount curtain rod but can't break through it. Suggestions?

If there is concrete up there (which seems pretty far-fetched) then the answers you've already received are good ones. But, you MIGHT be trying to drill into a hidden nail or screw; the way to tell is to drill an inch or so away from where you really need to be. If you get through OK, then its almost a sure bet you've hit a screw or nail. Remove it and you're good to go. Otherwise, move the rod a bit more toward the room and drill in a place that lets you get through.

Sounds like it is a concrete slab, you'll need a hammer drill, 1/4 inch bit will do and plastic expansion anchor.
Use a masonary bit. Available in any diameter you need
If it is concrete use a masonry bit with a hammer drill if you have access to one. You can use a plastic anchor in the hole or just buy some tapcons. I would use the tapcons, they screw directly into the concrete and usually come with the drill bit you need.
Work out at the gym more. :-)
It's either just the drill bit, as has been said, or a combination of the drill not being powerful enough and the drill bit not being right for the job.
Can you tell what material the ceiling is constructed of?
