Mixing sacrete or other concrete products is quite straight-forward... just pay attention to the instructions on the bag. In order to make your own stepping stones you'll need a form (mold) to pour the concrete into and allow it to cure (harden). The form can be made from wood, but you'll want to take care to treat the form (with a spray) so that the wood will not splinter off into the concrete once it's removed. Also, after pouring the concrete into your form you'll want to vibrate the concrete so that the mix settles into the form and the bottom (which would be the top surface of the stepping stone) is nice and even/smooth.
Wheel borrow add some water and pull a hoe back and fourth to mix it the consistency of heavy cake batter. then make square wooden forms from 2"x4" boards. laid on plywood. You can lay colorful stones, glass beads or pieces of tile down first so when you flip it over they are embedded in the stepper. Pour them 2"-3" thick.
first of all mixing the concrete is the easy part. finding the mold or patteren you want is the hard part after you you do that just follow the directions on bag if it gets too watery add more mix if it gets too stiff just add more water.place mold on flat peice of plywood and fill it.the trick is let it sit for a couple hours then take your gardenhose and spray the top to reveal the pebbles so you will get good traction when you walk on it after it drys.at first it will trial and err but once you figer it out its lots of fun you can get the whole family involved and they make great gifts too..have fun..you will do fine..
using regular sac-crete will work, but for extra toughness i would add a bag of portland cement to it. you should be able to find it at and hardware store. also the idea ray had about adding stuff to your stone to enhance is pretty good i must say.
