I have woodchip wallpaper and I want to make it nice and smooth?
Question:Should I use Polycell SmoothOver or should I use plaster? I don't have a clue what plaster I should use and how I would make it? Please help.

Yes i agree. Use a steamer, theres no point plastering over it when you could start afresh and get nice smooth walls that way.
take it all of and start again - get a steamer to do so.
Don't use plaster it will fall of with the wallpaper - you do really need to strip the wall
You need to take the paper off. Don't be surprised if you have to use one of the products you mention afterwards though. Woodchip covers a multitude of sins!!
Do not whatever you do, start applying anything except paint. It will have the woodchip paper off the wall.
Yeah, hire a wallpaper steamer!
The plaster or smoothover will soak the paper, and the LOT will fall onto the floor!

it well worth the effort of removing it but remember it was often used to conceal faults in the first place so you may have to remedy these first
sorry but it would be best to role up your sleeves and get stripping,then plaster where may need it,good luck
strip it then sand down and then i9f the wall is still patchy put lining paper up
