How can i make my own decorated outlet switchplate covers?

Look up decoupage.
Take off the switchplate and tape the screws to the back so you don't lose them.
Clip out some pictures from magazines or print them from your computer.
(Don't forget you can print photos or scan or color copy them to paper so you can have your friends, pets or whatever on them. You could also design funny warning labels or ???)
Glue them with white glue like you used in school.
Smooth out wrinkles and air bubbles.
Mix same glue 3 parts to 1 part water.
Paint it on with a brush.
Dry and apply another coat, the more the better.
White glue softens with water, not the best for kitchens or bathrooms. Can spray top coat with polyurethane (clear spray paint) for a tougher finish.
You can also use acrylic paints if you wanted to color the background or do your own designs.
If you don't need it to last you can even print it onto label paper and stick it on. They sell 8 1/2" x 11" full uncut sheets of white label paper that has a peel off back at most copy shops for 10 cents each (what ever happened to the cent sign on the keyboards!). Top it with clear tape or self adhesive sheets (available in clear) to prevent smudges or water damage.
Fold the excess over the edges and cut an X in the switch opening and fold those in also. Pop the screws though and put in back on and VOILA!

Carefully, remove a cover and take it to the home improvement store with you so you get the proper size. Find some blank ones of the base color you would like. Buy as many as you need. Take them home, decorate them. Let them dry and then install. Have fun.

OK, first of all class be very careful, nothing, and i say again nothing is worth getting hurt over. It is always best to start with a new switch cover, because old ones tend to break, now let your mind run wild, what do you like, for example and beach effect take small sea shells or a star fish and paint them what ever color you like, then pick a color for the switch cover, then glue the shell on the switch cover, and finally with a with a steady hand install the switch cover and you are done
You can use any type of fabric and cover over a regular switch plate to fit your decorating scheme
