heavy duty latex paint- as much as door handles are used, you may want to use a different type of coating on it. Or you can always re-paint as needed.
You can is they are chrome. Sand the area first, apply primer and then paint. Purchase paint and primer in a spray form for chrome surfaces. Remove handles before painting.
I would'nt paint the door handles it will just wear off after awhile.
