It's not exactly a do-it-yourself job. You need to hire a professional, AKA a honey-dipper (honest--that's what they're called!).
Unless you enjoy playing and getting covered in you own feces, hire professionals to do it. I can understand keeping it empty and flowing but clean, come on man, its poop!!

Also, never ever ever get inside a septic tank. The fumes can kill you (aside from the fact it smells horrible!).
Either shovel it out by hand (not recomended), or hire one of those sucker trucks to come and pump it out for you.
