New arc welder w/ 2 hot, 1 ground wires needs to plug into a generator, 4 prong plug. will it still work?

Yes it should but I would strongly consider putting a four-wire on the arc welder. The fourth wire is a ground, which would be optimal. Be sure the current required by the welder will be adequately provided by the generator.
