New arc welder w/ 2 hot, 1 ground wires needs to plug into a generator, 4 prong plug. will it still work?

1) Depends on if the generator can handle that load.
2) Not all generators have their ground and neutral tied together (tied together is most common) - so you need to check your manual, or look up the manual from their website.

Yes it should but I would strongly consider putting a four-wire on the arc welder. The fourth wire is a ground, which would be optimal. Be sure the current required by the welder will be adequately provided by the generator.
