need to know what sort of paint! gloss i think you are done for unless you can sort of shave it off! with emulsion try rubbing with warm water and blotting but this a labour intensive activity and will take a lot of patience but water should eventually dissolve paint good luck

There are many types and as above hard to know what to advise will deepend on type of carpet and paint.
Can you claim of insurance for new carpet as it was not your fault and most trade people will have public liability insurance so if you have not got insurance they will.

If it is latex paint it should come up fairly easily, if it is oil (alkyd) or some type of solvent base it will be harder. The sheen of the paint has absolutely nothing to do with how hard it is to remove. You will want to test a small hidden area or carpet scrap first, also be extra careful if you have rubber backed carpet as it may swell the foam.
90 - 95% of the paint used today for residential application is latex. If what you have is latex, you should not have too much trouble. Find a can of "Oops". Yes, that is a real product. WalMart has it here, home centers and the like should have it as well.

I would not get too upset with the workers at this point. Whether or not you have a claim against them would depend upon your arrangement. If you were paying some guys by the hour to do some painting, not much you can do. If you contracted with a decorator or painting contractor, they really should take care of this.

I wouldn't make a real big deal, as it probably is not that bad to take care of. Save the karma for a later time. I would make the responsible party aware of the problem before you do anything just in case you aren't able to easily take care of it and need them to do something for you.
FISRT I WOULD KICK THE CRAP OUT OF THE WORKMAN. THE SLOPPY BASTARD. THEN I WOULD TRY A BENZENE BASED SOLVENT. BE SURE TO THROUGHLY WASH THE THE AREA AFTER THE STAIN IS GONE, THEN I WOULD KICK THE CRAP OUT OF THE WORKMAN AGAIN.

If it has dried in for about 3 weeks I am sorry but your carpet is pretty much ruined.

Your best hope is that it was a water based paint and you can scrub it out. However if you use detergents to help get rid of the paint you have got to be careful not to literally bleach the carpet in a small patch. In order to get the carpet cleaned in an even manner you would need to scrub the paint off and then clean the whole carpet to get the shading even again.

Don't scrub in a circular motion as this can unwind the tufts giving a fuzzing effect.

If the Paint is oil based the sovents needed to break down the paint will also damage the latex which holds the tufts to the secondary backing resulting in delamination (Carpet develops a wierd ripple that doesn't run in a straight line and then basically falls apart.

Your best bet is to get the workmen to either pay for it, claim for it under their public liability insurance, claim on your house insurance or take the workman to the small claims court.
