It does vary slightly around the country. Most mill do belong to some sort of grading organization, which tells you these size dressed lumber needs to be. My company belongs to NELMA (Northeast Lumbermans Association). By Nelma standards a dry piece of 2" x 8" should be dressed to 1 1/2" x 7 1/4", but a green piece (not dry) is dressed to 1 9/16" x 7 1/2". A 1" x 8" dry is 3/4" x 7 1/4" and green 3/4" x 7 1/2". A 1" x 4" dry is 3/4" x 3 1/2" and green 3/4" x 3 9/16".

If the timber is 'unplaned' they will be 2" x 8" , 1" x 8" , and 1" x 4"
To get a smooth surface every face is planed to take approximately 1/8" of so that you deduct 1/4" from each dimension for smooth wood. so your dimensions will be 1.75" x 7.75" , 0.75" x 7.75" and 0.75" x 3.75"
2x8 Dimensional lumber is 1.5" x 7.25"
1x8 is .75" x 7.25"
1x4 is .75 x 3.5"
It depends on which mill the lumberyard gets. each mill is different it will range anywhere from 1/4" to 1/2 in on each way so you could end up with a 1-1/2 to 1-3/4 by 7-1/2 to 7-3/4.
the size is the size it was off the tree,, a 2x8 is planed 1/4 inch on every side, making the final size 1.5x7.5
2x8 = 1 1/2 x 7 1/4
1x8 = 3/4 x 7 1/4
1x4 = 3/4 x 3 1/2
