Built up just means that the finished crown is made from multiple pieces of molding stacked together to create the profile.
Built up moulding is used whenever you want a profile tat would be either too complex, too large or impossible to make in one piece. It consists of several smaller pieces of moulding fastened together to form one coherent moulding. It can be used for crown or base or even casing or chair rail, though I don't know why you would need to for the last two.
Built-up crown can also refer to regular crown with an addition of 1/2 round molding added 2-3 inches below and the wall in between painted white to match. This gives the illusion of a large crown piece without the added expense. Attach your regular crown according to mfg. specs, then add 1/2 round with simple 90 degree cuts 3-4 inches below. Paint everything white and you'll have a great look!
