I want bubble wrap that is up to 12'' inches thick cant find it made that way,maybe have to glue it in layers

Without knowing your reason WHY, I suggest the closest thing would be a form of pouches, for shipping purposes in a kind of a "Ribbon" They measure approx 8 in. across; 5 in. wide; and when filled and sealed the pillow is approx 2 1/2 in. thick. Certainly whatever your rationale; you can layer as much of it as you want.
The cost to produce something like what you're looking for would be prohibitive for one, and not truly stand up to it's intended purpose. The "KNIT" of the pockets in usual bubble wrap aids in the strength of each pocket.
As answer number one suggests, and what you might be looking for, are most often similar appliances to Large air mattresses, combined with empty cardboard boxes; both offering levels of cushioning. The air mattress of course; is re-usable.
