Your local electricity supplier.
A qualified electrician,talk to locals about suitable ones,always best to go with someone that people have had work done by then you know he is safe.
First check with your township code official and he will tell you what you need and probably point you to a good electrician.
You local home center can give you added information as well. (materials needed, installers available etc.).

Electricians are frequently reluctant to certify sombody elses work and if they will do it they will charge a fortune.(£1000+)
