If you are talking about drywall walls, then there are several different types of possiblilities. You can use the drywall anchors. I usually just take a #2 Phillips screwdriver and push it through the wall, insert the plastic plug and then use the screw provided to mount whatever needs to be mounted. There are also toggle bolts that require a little bigger hole. You just push the wings through the opening far enough for the spring loaded wings to open, then just tighten the screw to secure the item. The final option would be to use a stud finder to locate a wall stud and then you can just use a wood screw. That is the best option for a heavy object.
It would depend on the wall and fastener types. They make fasteners for any application. Some require pre-drilling, some do not. Hollow drywall anchors like toggle bolts require drilling, self tapping screws into the framing usually do not.
