Can you put wallpaper border on wrapping paper that's on a wall?
Question:The thing isn't that big.. but I'm putting a light purple wrapping paper on my wall and then I want to put border around it to section it off.. then I'm going to hang pictures and things on it. The people that lived here before us blocked off the fire place and there's this big ugly thing of wood that goes up the wall so that's where I'm putting it.. the bottom half is covered up with posters and stuff.

Why don't you use wood edging or trim to make what amounts to a fake picture frame, instead. Just make sure to cut perfect 45 degree angle corners, and adhere it to your wall using finishing nails at least 1/2 inch longer than the wood is thick.
If you're really set on using the wallpaper border, then you have to use the same principals--cut the corners into perfect 45 degree angles. To adhere it to the wall, I would use an Elmer's Craft Glue. The Elmer's Glue will dry clear, and will help the border stick much better than the self-stick glue it comes with.
Use staples to hold the border to the wood, rather than trying to keep it on the paper. The staples won't be noticed by anyone but you, but the peeling border will be noticed by everyone.
