Take the top off the tank.
Find the float valve.
There is always an adjustment on it somewhere that you can reset to make the toilet stop filling at a higher level.
If you have a float ball in the end of a long metal arm you can bend this up slightly so the water won't cut off as soon.
If you have a slider type, you can slide it up or down on the rod to adjust the water shut off point.
If you do this carefully, you won't trip the flush handle and make it flush.

Are you talking about the bowl or the tank? You really can't change the level of water on the bowl it is controlled by the trap buit into the toilet itself. If you are talking about the tank then take the cover off. There usally is an adjustment screw on the float valve.
I question why you are trying to do this anyway. If the water level get too high it will continually run and go into the fill valve. Just guessing here but If you are not flushing correctly, maybe the jets on the underneath side of the bowl are clogged and need to be cleaned. The jets can get clogged with lime and prevent a good swirl in the bowl which creates a good flush. You can manually clean the jets with a big paper clip.
