Normally there is a ribbon board nailed the the rafter tails, 2x4 or 2x6. There should be a continuous 2x running around the house, unless stopping for a gable return. About an inch and a quarter from top edge, and the same from bottom edge should work. Min. of 12" ,max of 18" apart. Use galvanized finish nails ,at least 8 penny.
Every 16" horizontally and it depends on the height of the fascia where to put the nails vertically. The nails will be visible, but you can buy aluminum nails that match the fascia or paint them--but don't use nails that will rust. Nail put up uniformally will look fine--much better than fascia blowing off from too few fasteners used. On 8" fascia on would put it down 1" & 5" from the drip edge every 16".
The wood under the facia board is the cut-off ends of the roof rafters. They are hidden by the facia board, just like studs in the wall are hidden by sheet-rock.
You can find the ends of the rafters by using a good stud finder.
