rent a masonry saw with at least a 14 in. diamond blade...this will give you the cleanest , quickest hole...otherwise chisel out a brick in the middle and work toward the outer edges...
Make a template just a tad bit bigger than your pipe. In other words if you have 4 inch pipe make a carboard circle 4 1/4 inches in diameter. Trace the circle on your brick wall where you want the pipe to go. Now take a masonary drill bit and drill holes about 1/4 inch apart all the way arond the circumfrance of the circle. Then take a hammer and chisel and cut inbetween the holes you drilled. Don't worry about it not being real pretty, your exterior vent cap will cover it up. If the vent is for something extremely hot ,IE a dryer vent or furnace vent, you will want to mortar it in, If it's a cold air vent, IE a bathroom fan, just use a can of great stuff foam insulation to seal it.
