The people involved with the project would have to be able to do all or some of the following:
1) Design it by drawing up plans.
2) Make a material list of supplies to be picked up at the hardware/lumber supply outlet.
3) Have the tools or rent tools needed for the job.
4) Know what type of deck is being built.
5) Know how to build it from the ground up.
It would not hurt if the people involved have experience with construction and basic carpentry methods, knowledge of using tools etc...
best thing is do a search online and get some diagrams to show you how to frame and put the proper footings. The most important part is either lag or through-bolt the one that attatches to the house and secure it to the sill plate inside. Some people nail it or use spikes, but that isn't going to hold over time.
If your not an experienced builder but are willing to learn and have some basic knowledge of construction, I would suggest getting a good book on building decks.
Most of them will cover all ascepts of building your deck from planning and layout, designs, footings, materials, to protecting your deck.
If you plan ahead, have all your materials, building a simple deck can make for an enjoyable weekend project.

I am building one myself, and I found a shed building kit through Northern Tool Co. It is just the frame, so it is just perfect for a deck you have to buy the lumber else wheres but shed kit was only about $50, and I got the lumber for about $120. I needed a deck with a roof, and this was perfect.
after deciding on shape and size..support post should be below frost line.when framing and flooring DON'T use nails.they will work out.get proper bolts for your framing and screws for your flooring.decks is a major job so DON'T rush.take your time and do it right the first time..cause if you DON'T have the time to do it right the first time.you"ll never have the time to redo it....when finish ..the joy it will bring you....best wishes
